In my state AFAIK as long as the state name and registration sticker are visible frames are fine. Will say tinted plate covers should be illegal regardless as that tends to make them impossible to read even 20' away.
In Maryland if you don't return your tags you get nailed. .. a fine per day.

For a while KY had license plates that “featured” the twin spires logo of Churchill Downs. I took the position that I had the right to determine what companies advertised on my plate so I covered both spires with BMW Car Club of America decals.

That would be like Maryland featuring the Preakness since it's a business as well as event. Maryland is buying the Preakness franchise now, though I expect we'll continue to get Lord Calvert's coat of arms or crabs on our tags.
