15% is the API SP/GF6 maximum. This oil has <15%, meaning, less than 15%.

It actually says <15 and if I remember correctly it was around 9.6 before, I find it hard to believe that it jumped to 15 with SP.

Dexos 1 Generation 2 requires a maximum Noack of 13%, API SP maximum is 15%.

Or just go with the limits imposed by a specific approval or license. Are variations within that range even significant? People like to imagine they are. The ASTM test(s) for Noack have high repeatability and reproducibility values anyway.
