The ones I've been to are allright ... nothing special, in comparison to a "real" Steak House, but far from the worst, and better than you might expect from a franchise eatery. Steaks were always properly cooked when I've ate there (probably a dozen times) which is not very common in restaurants that don't know steaks well ... it's not hamburger, after all.
If you like US beef as it comes these days ... they use what looks like USDA Prime at the table, usually, although for my tastes the current practices generates steak that is too lean, and I can taste the corn in the diet (we use oats and barley for grain feed here) but you probably won't notice that.
Like all chains, the biggest issue will be how well run the location you visit is.
