When you look at other costs and the time wasted commuting in congestion, driving as fast as you can make the most sense and is the cheapest way to get around.

What "other costs" are you referring to?

Most of the time in L.A you don't have to worry about driving fast - you have to worry about moving at all!

Cost of parking, cost of citations (just a local government money grab), cost of owning a car (buying, leasing, insurance, etc), all make the cost of gas less significant.

Most importantly, the cost of living close to work in exchange for a shorter commute. Most places with high paying job opportunities have expensive housing and commuting is a cheaper alternative in terms of spending, but not in terms of time consumed.

If there is no traffic, that extra 20mph if you can get would make the extra gas wasted a great bargain, even at $5 a gallon.
