Those look identical to a Parts Plus filter I just put on my mom's Malibu. It has the little cross-reference thing on the box and it had the same plastic over the baseplate. The baseplate itself looked identical as well. I have some pics of it somewhere, I uploaded them in another thread but I'll see if I can post them on here later tonight again or tomorrow. The one I just used was Made in China as well.

I picked up a very cheap Pronto air and fuel filter from rockauto for one of the Lexus vehicles. The air filter was $6.36 (retail is what, $18?) and the fuel filter was an unbelievable $3.80, compared to even Fram costing $15 and OEM costing $25. I got both of them in today and these are my impressions;
Both are made in China.
The air filter looks good.
The fuel filter, while not exactly flashy, looks functional. I just hope it won't fall apart and clog up the injectors.

meineke uses pronto stuff. i had them change my oil with motorcraft stuff that i supplied, and my oc sticker says pronto.
I was looking at filters on Rock Auto and these seem to have replaced the ProTec filters
