Just purchased a 2017 Chevy SS sedan with the LS3. It’s got low mileage and I’d like to keep the engine happy as long as possible. I drive so little mileage wise I’m looking at yearly oil changes just to keep things fresh, so cost isn’t really an issue. Who should I be looking at?

If you're "mentally fit" to swap the 5W for the 0W, then stop at Walmart and buy the M1 ESP 0W-30. It's a top shelf 30-grade oil, which exceeds the requirements of your engine, at a low price.

Then, call it the "best".
 
I wasn't expecting to find the One True Oil here, but I've been putting M1 EP + Fram ultra filters in everything for near a decade without much thought. Wanted to get the lay of the land in 2024.
Still a very good combo in 2024 using M1 EP + Fram Ultra .
 
It's really impossible to truly know.

I'm not an expert (although I ought to be for all the time I've spent worrying about motor oil), but I'm pretty sure that if you use a quality brand that is appropriately rated, and, most importantly, if you do conservative oil and filter changes, you should be fine. Use the recommended weight.

I wouldn't do "drags," but I probably do a lot of things that you wouldn't do (staying up late with loose women, calling my boss at work "fatso," eating French toast after 11:00 p.m.). If you're going to the track, do oil and filter changes before and after.
 
Now that M1 0W40 (essentially a high 30 weight after short driving period) has SP rating it should be a lower SAPS oil with ash under 1% creating less potential deposits (good for GDI engines) . M1 5W30 ESP meets SP specs but does not have actual SP approval and 5W30 EP has SP approvals and is a very good, long drain oil. Both M1 0W40 and M1 5W30 ESP have a HTHS of 3.5 min. while the M1 5W30 EP offers a little lower HTHS of 3.0 (wear protection). *There are posters here that feel these three oils are about as close as you can get to a “universal” oil . I’ll let much smarter posters than me weigh in on the pros & cons of the three M1 oils listed above
Appears to me that Mobil 1 ESP does have API SP approval. It is listed on the bottle. Maybe you’re thinking about 0w30 that’s SL?

Yes the 5W-30 has an API SP license. The 0W-30 meets the engine test requirements for the SP license but not the bench test. This is due to the phosphorus level, which many would consider a benefit.
 
You said “best”, in that case, in order:

1) HPL
2) Redline
3) Amsoil

Cost is no issue as you stated so go complete with oil and other fluids with the brands above.

To take it a step further, and not sure if the engine even calls for it (if not, then there is no notable performance enhancements etc) pump the highest grade octane just because “you can”.
