I doubt that FRAM or any manufacture does 100% high pressure testing. I suspect a statistical number of filters are tested for each lot of filters. Ed

I can't tell. The leak was so small the source wasn't obvious.

Nice thing about a hemi oil filter is, even the most minute leak tends to get caught early given the placement of the filter and how they drip onto everything including exhaust.

Hemi oil filters love loosening up if not cranked down. We see it all the time at the dealer all brands installed by anywhere and everyone. They come in as “oil leak” you can reach up and easily move them...they didn’t start that way x amount of miles ago when the oil was changed

maybe this was the case loosened up just a bit to leak a smidge of oil

Oil filters are exposed to vibration and pulsations ... so in some cases it may be possible for the base seam to start seeping later down the road.
