Hey KL31,
I downloaded the Nulon product data sheets for both Nulon 5W-30 European Full Synthetic and Nulon 0W-40 High Performance Full Synthetic back in 2013 and checked them again today (2017). Yes they have both changed, and for the better.
OLD: 5W-30 Euro
Base stock of PAO, uses Molybdenum Dithiocarbamate (Moly-DTc),
"Recommended for" VW504.00 / 507.00, plus BMW LL-04 & MB 229.51 (therefore low SAPS claims)
Yet it's ACEA A3/B4 with a TBN of 10.8 and a Sulphated Ash of 0.618 % (To me A3/B4 is a high SAPS oil, something not quite right here)
NEW: 5W-30 European (title change)
Base stock of PAO, NO Moly-DTc
"Approved under" VW 504.00 / 507.00, plus BMW LL-04 & MB 229.51 (not sure if approved or meets & exceeds for the last two)
Now it's ACEA C3 with a TBN of 5.4 and a SA of 0.5 % (This makes more sense to me).
Anyway the new European 5W-30 is PAO based and carries proper VW 504/507 Approval, plus it all adds up and makes sense now. I would happily use it.
OLD: 0W-40 High Performance
Base stock of PAO and Ester, yes with Moly-DTc
"Meets or Exceeds" BMW LL-98, MB 229.3, VW 502 / 502.01 / 505, A3/B4-98, API SM
TBN = 8.3, SA = 0.898
NEW: 0W-40 High Performance
Base stock of PAO and Ester, yes with Moly-DTc
"Meets or Exceeds" BMW LL-01, MB 229.5, Porsche A40, Renault RN0700 / RN0710, VW 502 / 502.01 / 505, A3/B4-12, API SN
TBN = 10.2, SA = 1.1%
So this is a lot better too, not perfect, but much better. I would trust it now days, but not a few years ago.
I can't speak for what was on the label a few years ago, but I had a bottle of Nulon 5W-30 European in my hand a few days ago, and it clearly stated "Approved under VW Standard 504.00 and VW Standard 507.00" on the front. On the back it clearly stated it used PAO base stocks.
