Get some Eagle One A-Z wheel cleaner. Let is sit for a few mintues then scrub with a wheel brush. Big difference.

I must say that I kinda sorta believe the Volvo to be this car.
Dealer timing belt quote is $616, Belt, Labor and Tensioner included.
I asked more detail, and the parts guy said: "They feel the pulley on the water pump. If it spins ok and they cannot feel a bad bearing, they leave it alone. 9 times out of 10, that is what happens with that," he said. He also said "If the $616 was quoted at the desk, then that is what it is. Tensioner, belt and labor; water pump checked as specified, since the TB goes over the WP pulley." Should come to about $700, with taxes/fees.
And, if the WP passes the test, I would change out the coolant myself to Volvo Blue.
Should I take the dealer up on this price/service? We get a courtesy car for however long it takes? Thanks!

Simple bit of advice.
Chose to listen or probably not.
Always change the water pump when doing a cambelt.
The extra load on the water pump bearings from a new tensioner and nice new belt will result in a failed water pump and awful lot sooner than later.
As the labour(the expensive bit) is the same either way you would be daft not to do so.
Many moons ago I always advised it, sometimes they said yes and sometimes they said no, they felt it would be fine.
Most came back with a water leak or noise a few months later.
Normally in the shouty way that people who think they know their rights do.
When it is pointed out they were advised to change the pump they go all quiet and the garage gets paid the entire job labour again to chnge a part that costs usually well under £50.
But customers never failed to surprise, like wanting just the belt replaced and leave the tensioner, all the idlers and the water pump in situ!
Here is a bit of advice I think you have been given before.
Do the job right, do the job once.
A main dealer will happily say the pump is good, but ask them to put it in writing that they will replace the pump for the price of the pump alone if it starts to leak or gets noisy after the belt job!
I guarantee they won't as they want to get you in for another big job.
Hopefully a Volvo dealer will be supplying proper Volvo parts.

Hmmm... I made the inquiry, I guess I got nowheres?

Well, Sam's I am not too sure if I trust with a job of this magnitude. The dealer, I visited today, for a snow brush and to check the price of the Volvo blue coolant.
I am hesitant to take the car to Sam's, though the fund for the TB continues.
