Yeah, the automaker knows to which dealer every vehicle is destined for before they roll off the assembly line so the parts/build sheet will know what parts to include. Just like the floor mats are typically thrown in the trunk of the car still bagged, front plate brackets could be done the same, way when needed. Or the dealer buys the brackets as needed. Actually, lemme check something....
