So do you think the dodge dealer can still reflash my pcm to correct the problem.
the labor says 0.3hrs so would I pay for the whole hour of labor
No, there would be no sticker saying a flash was done to the PCM.
It is a common thing and there is no special notice made of it. Most people who have a vehicle under factory warranty have had their vehicle's PCM flashed and not known it if the vehicle has been in for any kind of work at the dealer while under warranty. Pretty standard practice for a dealership to check a vehicle that is in for service( warranty or general repair/maintenance )for any flash updates. When found they are just done and usually the owner is never even notified if it is under warranty. If not and it has some flashes available they will ask if you want it done. They will just do a recall as if it was under warranty if it applies( if a recall is done the owner is notified ). As I said it is a very common thing.
That is why most people that have a custom tuned PCM or use a handheld tuner like Superchips or Hypertech are very careful to remove their custom program and return the stock program before any visits to the dealer. They know a flash may be done without their knowledge and screw things up.
As has been stated you above you could have the dealer check to see based on your VIN. With a 94 vehicle, sporting 213K on the odometer, however this will cost you to have done if it hasn't been already. Probably around $75 +/-. TSB is not a recall and thus will be on your dime.
