Whew, talk about going off topic. It does seem wind chill definitions include 2 definitions: the effect of wind across a surface and the feel/perception/effect of wind on the skin, which batteries don't have. I don't equate the rate of cooling effect the same as wind chill. Maybe semantics in play here?
To me, wind chill index and heat index are similar in that they are about human/animal feelings. I would suppose that a radiator would work equally well at 90F in dry Arizona (heat index 93F) vs. 90F in humid Louisiana (heat index 104F), correct?
