2.6 is the minimum for the 20 grade. Higher numbers also meet the specification according to SAE J300 in the above link on page 2.

It's a good question.
Put simply, HTHSV is best thought of as an accurate measure of how thick or thin an oil is in an operating engine.
As you mentioned 2.6cP is the minimum viscosity for a 20wt oil and their is no maximum which is a flaw in the current SAE grading system. The minimum viscosity for a 30wt oil is 2.9cP again with no maximum. It would be logical to assume that the SAE 20 grade would have a HTHSV range from 2.6cP to 2.89cP and in fact all API 20wt oils fall into that range.
As it turns out most 20wt oils are clustered at the light end of the 20wt spectrum with a HTHSV of 2.6cP and without exception when a 20wt oil is specified my an OEM it has a HTHSV of 2.6cP.
A higher HTHSV value for an oil has nothing to do with base oil quality per se, but a high HTHSV relative to the KV100 spec for an oil can only be acheived through the use of higher quality GP IV and GP V base oils. The best indicator of base oil quality is it's NOACK percentage and and it's natural VI. The following thread on the relationship between HTHSV and KV100 may be helpful:

If you are comparing finished oils, one should first have a HTHSV value in mind as that viscosity is what largely equates to operational viscosity in an engine. Next one will consider the VI of the oil. The higher the better but there can be tradeoffs.
High VI oils use lighter base oil stocks which tend to have higher NOACK percentages and ofcourse use polymer thickeners. The quality of the polymer thickeners used has to be considered if the oil is going to have acceptable shear stability in the final product.
