Wonder how many dogs are eating hamburger instead of dog food becuse of this program?
Also, there is another side to this coin. some people who need this help dont get it. Its the same with any government program/policy--it always misses the mark in some way. Ones that need help dont get help, ones that dont need help get help. Way anything with rules works in this world. Any other policy works that way too...we are supposedly after terrorists at the airports, but we seem to end up strip searching 10year olds and grannies and ignore much more likely terrrorists--go figure.
