In Pennsylvania, my home state, we are known for our four seasons: almost winter, winter, still winter, road construction.
Facts
The respectable part of PA road construction in rural areas is they close 10s of miles @ a time and divert traffic to the other side of the highway; this has been my experience driving 84W/81S.
No time is wasted in setup and breakdown of the site on a daily basis. The pave some xover lanes, put up very high and robust barriers and 'have at it' with the repave
And after they smooth down the old concrete, put in new concrete patches at the failed expansion joints (now creating TWO joints where there was just one), they blacktop over it. So far, so good. Then they come back and cut through the new blacktop down to the old concrete wherever there was an expansion joint!!! Guess what fails very quickly? Water freezes in these cuts and they fail catastrophically in 2-3 years, leaving nice sections of smooth asphalt punctuated by lines of disintegration..Never understood this unless it is a union thing to make future work unavoidable.
