If u look up on the Premium Guard's website for the Ultimate Synthetic filter, it says both.If it's black silicone, it needs a burn test to verify.
The Carquest Extended Performance with a black base gasket says this on their website:

I thought the same of new filters cut open as well, but then I realized there’s a benefit to seeing an unused filter vs used. And after that realization, I bought a filter cutter and contributed a few new filters myself. It’s all for the BITOG community.
