My Mexican neighbors down the road have a fiesta several times a year that usually runs until the wee hours. Bando and Mariachi music is played. I just tap my foot in time with the tuba's oom paa paa's and smile knowing somebody's having a good time.

Depends. Had a situation once where someone abandoned their vehicle in front of Mom's house. Wouldn't care except that it was partially blocking the driveway and at an angle where the back was sticking into the travel lane on the street. Called local police number and was instructed to call the county 911 number. I said that it wasn't an emergency but we wanted to get this resolved and they made us call 911. Who then directed the call back to the local police to handle. Go figure.

Yep. And here in NY, the NYS Police PAO told us to use 911 if you break down or need gas as you are a hazard to the traveling public.
