Most of ExxonMobil's production is along the Gulf Coast, especially around the Houston area (e.g., Beaumont).
Katrina knocked the wind out of their normal supply chain, so they sold some interim formulas which were well-fortified with additives. However, it takes time to obtain an API certification (with some exceptions where substitutions are allowed) and so the interim formulas did not have an API seal on them.
Instead, ExxonMobil used a "recommended for" label.
Redline and several of the independents do this on all their oils, and Amsoil on a few including ATF, so this is hardly either a big deal on a temporary basis.
Once the supply chain was back in order (i.e., damage to plants on the Gulf repaired), ExxonMobil went right back to the API certified formulas.
