No it doesn't. It doesn't mention sludge or anything else for that matter. It says that it's an engine cleaner. As an engine cleaner, I expect it to KREEN! Simple as that. I don't understand why people keep acting like it's ok that an engine cleaner DOES NOT CLEAN A THINK! I don't get it.
It served me well in 1mz-fe I had. Piston soak made a miracle,it stopped drinking oil like crazy (1q in 300 miles up to 3000-4000 after soak),sure it cleaned some sludge too,but looking thru filler hole ( I cut out baffle),most varnish, not ever varnish, more like stains in metal pores(looks same as yours)had maybe a little improvement. I ran 1 can in total.
Btw if you remove cover again, clean Ventilation passages,just in case, blow brake/carb cleaner thru the hole(s).
