on lunch break, heading up the access road behind the fast food places, see this in front of me @ the stop sign: (sorry for the big pics)

we both went to Wendy's, and i was able to snap this side shot on the way out:

that is a JetSki Trailer, with (4)4x4's, a half Pallet, sheet of plywood, and 20 some bags of concrete, and a couple ratchet straps.
does anyone here think this looks safe?
 
I would have tied the 4x4s together, then put the concrete on them, with the plywood on top, with just enough bags to keep it from flying.

If this guy was going 2 miles at 30 mph, it may be a different answermthannif merging onto a 65 mph interstate.

45 is closer to what folks drive, and looking @ the vehicle, and the out of state plates, says to me student @ the auto/Diesel college. (hang a right over the tracks @ that stop sign, you are on campus)
which then makes me wonder 1) what they need the concrete & wood for, 2) why do they have a jet ski trailer?
nearest body of water they could use one on is 30 or so mi away.

Considering that the trailer plate is from about 2 decades ago, issued in Illinois... there's a real violation right there.
 
Brake lights work.

As long as they were not going far/fast, I don't see the problem. The wind doesn't blow bags of concrete around very well.

Well there you go, then. They don't have to drive miles away for a little fun, so they build a ramp to launch the jet ski a little closer...
 
Around these parts, we call that an unsecured load.

One panic stop and that concrete is ending up on the freeway.

Not to mention the mismatched plates, probably expired plates, and most likely an uninsured driver with a suspended license. Cops dream of stopping vehicles like this...

Why would you wonder "what" they needed concrete and wood for? or "why" they have a jet ski trailer. Seems like a lot to be pondering of some stranger driving down the road.
 
My brother has a ski boat, and lives 100+km from the water (as do his neighbours)...that being said, he also considers it to be a pretty expensive box trailer, as he hauls the gear in it down to the coast...

LOLing at the pics here, as I'm looking for a box trailer...while a jet ski trailer and a sheet of ply is pretty cheap...gravel might fall off the sides, maybe a boat is better.
 
Around here they often modify old boat trailers into utility ones. Though it usually involves fastening the planking to the frame somehow.

We also have some extremely old school trailer plates still in service: black on white, a color last used on passenger cars in 1987. I can't see the expiration tab to read it, and of course IDK IL plates.

For all the driver did wrong, he at least loaded it properly for the tongue weight. And while the sakrete would have fit in his SUV, it would have overloaded the rear axle.

Not only that, he probably is a drug addict, and is trying to sell to kids. Likely has large caliber weapons under the seat, and possibly grenades and biological weapons. Probably has a criminal record a mile long, and ties to several terrorist organizations. Good chance he is hauling illegal aliens, and is wanted by the CIA and FBI as well.

The chances that he borrowed a friends trailer to go down to Home Depot to get some wood and concrete for building a deck in his backyard are nil, but it makes a good cover for the rest of the high crimes he is committing. Thats the way these people work.

thought process being: if they are an out of state college student, they'd either be in a rental, or the dorms. 2 places where you don't typically have a need for concrete.
and who brings a jetski trailer (or a jetski for that matter) with them to college ?
 
quint is correct.but, I think that the bags are full of anthrax, disguised as cement.
antiqueshell will chime in and give us his version of what the treason- committing driver is REALLY transporting.
some bitogers have waaaaay too much time on their hands, and often create goofy threads such as this. some just want someone to talk to.

Not sure if you have an analytical mind and like to solve puzzles, or you're just a nosy SOB with way too much time on his hands.

It sounds like you would have followed them to their destination and demanded answers!
