Is it me or them at the bagel store?

Never travel abroad if you expect shops to be open all day or at all on weekends. Even in the lands of King Mammon bakeries have often business hours different from other businesses. Bakeries tend to open earky, often hours before other businesses. In the city many bakeries close in the early afternoon. Baked goods sell out quickly and the better bakeries bake once in the early morning. There may be places with high enough demand to keep making bagels 24/7, probably in New York.

Seems weird for a place to close right before lunch like that, why not just close earlier after lunch? Especially on a weekend, when customers come in later than during the week. They won’t be in business very long doing things l8ke that, but everybody is short handed these days.
 
Be less egocentric. We're not done adjusting to social needs and upheavals yet.

People need to be paid adequately for fragmented work. People need to be paid for "filling the cracks".

Be ahead of your carb joneses and PLAN bagel shop trips.... or eat thawed "Lender's Bagels" when you stumble in your personal scheduling.

I'm currently the second leg of a 2 week European trip.
We pulled into Milan on a Sunday, spent the afternoon touring the Duomo, which is likely in the top 5 cathedrals in Europe, then had dinner at a cafe off the beaten path on the way back to our hotel.
All of the servers at the cafe as well as the docents at the church spoke English well enough for us to get by just fine and everyone was certainly open for business.

I think your mental picture of European sensibilities may be stuck in the 1980's.

As a side note, here is a picture from a carving in the church that documents every Milanese cardinal back to St Antolone in 51 AD and of the organ which is the second largest in Europe. Photos and video are allowed in the church even during mass. The church doesn't pass up the opportunity to monetize the structure. It took 600 years to complete (1386-1965) and has seating for 40,000.

If Europe isn't abroad I'm not sure what is.
And you never specified low tourism ares.
So......yeah.

But let's not fight about it.
Long story short, this is a great time for the responsible to travel. Low crowd levels, tons of access to normally crowded areas.

Could be but I'm not seeing how closing for 30 minutes towards the end of their shift helps them. Why not close at 1pm instead of 2pm.
Could depend on state law. Here there's a law that says you can't require people to work more than 6 hours without a lunch break. Doesn't have to be paid, you just need that break. Maybe they're just down to two people and have one person man a shop for an hour would get all the customers mad. so easier to take the 1/2 hour.

Never had a bagel worth eating. They seem more suited as engine mounts.
I think it depends where you live. I can see why maybe there isn't a good bagel shop in your area.
