What are you talking about?Never travel abroad if you expect shops to be open all day or at all on weekends. Even in the lands of King Mammon bakeries have often business hours different from other businesses.

I'm currently the second leg of a 2 week European trip.
We pulled into Milan on a Sunday, spent the afternoon touring the Duomo, which is likely in the top 5 cathedrals in Europe, then had dinner at a cafe off the beaten path on the way back to our hotel.
All of the servers at the cafe as well as the docents at the church spoke English well enough for us to get by just fine and everyone was certainly open for business.
I think your mental picture of European sensibilities may be stuck in the 1980's.
As a side note here is a picture from a carving in the church that documents every Milanese cardinal back to St Antolone in 51 AD. Photos and video are allowed in the church even during mass. The church doesn't pass up the opportunity to monetize the structure. It took 600 years to complete (1386-1965) and has seating for 40,000.

Could depend on state law. Here there's a law that says you can't require people to work more than 6 hours without a lunch break. Doesn't have to be paid, you just need that break. Maybe they're just down to two people and have one person man a shop for an hour would get all the customers mad. so easier to take the 1/2 hour.Could be but I'm not seeing how closing for 30 minutes towards the end of their shift helps them. Why not close at 1pm instead of 2pm.
