How do I keep people from stealing the tire?

That's most likely what happen. "hey look at this, no one wants it anyways so might as well take it home"
 
Some yuppie woman was probably watching Martha Stewart make a desert garden and thought it'd be the perfect landscape piece, so she made her husband drag the thing home. He could be an unwitting accomplice. Locked gates? There's crime? I hope you concentrate the posters where she'll see them walking her poodle.
 
I still like the idea of painting it pink and rainbow. Maybe spray on "Hillary For President" or some anti-gun rights slogan. That'll keep people away.

I'm jealous your road maintenance consists of dragging a tire around... I need a flatter driveway I guess!
 
If that doesn't work, write up a paper announcing a candlelight vigil to be held at the place where the tire was last seen. Write it like you're sending it everyone, but just mail it to the people who have it.
 
As far as ideas for making it a community tire, build it a house. A six by six by six toolshed would do nicely. Give it a Fat Tire neon sign in the window and some smaller, less worthy compact spares for planters in its yard.

Good news! The tire is back! This morning I left 1 sign on a telephone pole near where the tire stays. When I came home tonight there it was.

I do think that I'm going to make a sign explaining that it's a tool and not abandoned. Hopefully that will speed it's return next time.

Here in California they would elect the tire as a Governor or Senator if it said all of that.
