In my grandmothers day cocaine and heroin was sold over the counter at pharmaceutical stores, Cannabis was perfectly legal to grow and use.
I don't recall reading or hearing of a massive drug related crime problem back then.
Serious organised crime in the USA took off after Prohibition too.
