Hello, I’m Sarah and I’m here to answer your questions about PayPal. Even though I’d like to be a real person, I’m not. I’m programmed to answer your questions. How can I help you?
You :
Why are funds from an eBay transaction still on hold even though the buyer has received the item, 3 days have passed and he has left positive feedback?
Sarah - PayPal :
Sorry, but your phrase is too long and I will not be able to perform a full analysis. I would be very grateful if you could try to make it a bit shorter and more concise.
You :
Your customer service sucks.
Sarah - PayPal :
Really, that frustrates me... Because I do my best to improve every day. How can I help you?

Sarah - PayPal :
For security reasons, PayPal may delay the release of a payment to the seller, even if positive feedback is left. (Payments are usually released 24 hours after feedback is left.) (NOTE: NEW RULE INSERTED HERE)
eBay and PayPal work together to make the marketplace safer for buyers and sellers by helping to ensure successful transactions which, in turn, can mean more sales for you.
If you see On Hold-Ship Now next to your transaction, this means that the funds are in your pending balance and you must ship the item in order to receive your payment.

Sarah - PayPal :
If your eBay payment is being held, PayPal may release it when one of the following is met:
• The buyer leaves positive feedback after receiving the item. (Payments are released 24 hours after feedback is left.)
• 21 days have passed without a dispute, claim, chargeback or reversal filed on that transaction.
• 3 days after PayPal confirms item delivery.
You can log in to your PayPal account to view the current status of the transaction.
