This brings up a really interesting question - where is the FOB point for Amazon 3rd parties?

All Amazon would be considered FOB Destination. If an item is lost or damaged in transit, it is not the buyers problem.However, you are billed when the item ships, so that's how they are scamming the system.
My wife sells some small stuff online and I send the packages for her sometimes. USPS has a self serve machine where you can just scan the package to get a receipt and a tracking number and drop off the package.
I can see someone just generating the label, scanning it and not dropping off any package there. That’s probably how it works. Amazon would see the tracking number from USPS so there is nothing they can do to disprove it wasn’t shipped. And if there is no actual package, it will stay as “received” at USPS forever.
