I've heard that, too. Who knows ? Anyhow, seconds are tires with superficial blemishes that no one can really see. There is no way all the tires they sell are seconds.
WalMart & Sam's does sell tires "made to their specs", but so does a lot of places. Actually it's just tires with older tread patterns and technology. They're still good tires for a daily driver.

Walmart sells tires like the "goodyear viva" you wouldn't find at a goodyear dealer. If you show up at a goodyear dealer with one they won't warranty the tire, either: the warranty is through walmart itself.
They aren't blems and they're usually pretty fresh.
The tire distribution truck story reminds me of the gas tanker dropping at multiple stations story.
So what, multiple compartments.
