A way to reduce homeless drug problem in my area?

A death penalty for minor crimes does not solve anything. Criminals become more violent when they have nothing to lose.

Duterte's policy was also completely extrajudicial.

Singapore has automatic death penalty on drug dealing. Singapore is almost right next to Phillippine.

It is widely reported by the Philippine people that the vast majority of illegal drug sellers went into deep hiding during Duturte's war on drug dealers. When Duterte's presidency ended due to term limits, illegal drug usage, and the crimes and homelessness that goes hand and hand with illegal drug sales and use, skyrocketed in the Philippines.
 
If people have a pertinacity for drugs,alcohol and gambling. The best families don't mean anything. Just chasing a dream or the next high. Grandson 29 died from heroin and fentanyl after 30 day rehab within 24 hours. Grew up with his mother, younger brother and sister in in my house and grandmother. Senior year HS started running with the wrong crowd. Downhill from there. Had a decent job for over two years and job sent him to rehab. Rented a room with a friends family paided his rent and car payment.

I can't speak for fentanyl, but working on my master degree I studied the heroin sales market in the U.S. The heroin dealers were not targeting underprivelaged youth. The heroin dealers targeted middle class, upper middle class, and upper class young americans. The reason, heroin is so addictive, that just one use of heroin often hooks a user for life. Seriously hooks that user. The dealers knew that hooking middle class, upper middle class, and upper class young americans--- brings in great fortunes to the drug dealer and their criminal enterprise network as the young americans had family and friends that were easy for the addicted heroin user to steal from, to support their unbreakable addicition to heroin.

Although not a student of the fentanyl industry, the fentanly trade is without question a transnational organized crime.

President Duterte has been charged with crimes against humanity by the ICC, for his war on "drug dealers". Interesting, the Philippines is not a member nation of the ICC, so it is akward at best Duterte was extredited to the Hague.

What is most notible in all of this, the worldwide press condemed Duterte during his presidency for his war on drug dealers. The press on a MACRO basis never condemed the drug dealers.

Decades ago they used firing squads and have mass graves of opium users.

I don’t think forced work camp and automatic execution is the solution normal humans want for all minor crimes.

It depends, apparently the 13 year old passing marijuana between a dozen friends is treated the same as the Yakuza lead.

And in the case of places that have automatic execution or work camps that result in death of the inmates drug users commonly get upgraded by the legal system to dealers with minimal evidence.

Recent occurrences of boring students being arrested and deported to dangerous prisons as being miscategorized into a murderer or gang member should show why this line is easily crossed when it’s convenient fulfilling false narratives

I guess the problem is how many innocent/mostly innocent people get killed. And once you start allowing the state to kill people without a functional and fair judicial system, the political system will become corrupted and the opposition gets eliminated, just by having the drug squad plant something...
There are lots of nations handle the mix of drugs, mental health, and homeless people much better than Canada and the US, but we have lots of voters who think more punishment, and it seems perhaps even death squads are the way to go....
I think a bunch of us need to visit places where the punishment system is being used, and ask themselves if they want to be middle class there, hiding behind gated communities, and worrying about being car-jacked, and wish they could afford a body guard, or live some place like Sweden, Norway, Germany, where there is far less risk for the average person.

The problem with splitting up how you treat "minor crime" and "major crime" is, the criminals aren't stupid, they will break their dealing into smaller amount so they don't get penalized.

Look at how many shop lifting gangs split up their loot into $900 at a time so they stay below $1000 to avoid prosecution, that didn't end well.
 
Nine out of ten people living in a police state will say that their Dear Leader is doing a bang-up job. Wait though, it turns out that the tenth one was a drug dealer and no longer available for comment, so now nine out of nine 100% agree.

Pssh . Yeah the West built it up pretty nice . I can guarantee you the average American list better than the average German . Maybe I'm just living in a bubble of niceness

That's a given almost. Given two nations with semi-free markets, the nation with the most access to resources and availability of cheap, reliable transportation will always do better. The US has an embarrassment of resources.
