Windows message rules

When you go in to windows express then go to tools and put a rule on incoming messages that when a certain word or words are found, the message is to be ignored, what actually happens?
Does the sender get a reply saying it is being ignored?

I use mail rules in Outlook Express. I have one rule set up to delete the mail from the server as this one guy does nothing but forward stuff to me all dang day long!

He knows nothing about it because when I set up this laptop I"m on with my email account, I had to create the same rule I have on my desktop! I started getting anywhere from 20 to 30 emails a day from him. I'm surprised Cableone didn't flag his mails as spam.
