You are right that the stock varies by store at Walmart, but it is not up to anyone who works in the store. Those decisions are made at a higher level as to which store carries what items.

It depends on many factors, such as size of store (shelf-space), demographics of customers, past experience selling a particular item, regional preferences, etc.

All the Super Centers near me carry M1 0W-20 in both jugs and quart containers.
 
WalMart has an inventory system that monitors how much is sold and how how fast the turnover is-it's analyzed coupe hours. They try to stock the fastest movers in each store.

They probably decided to not sell those weights at that particular store and are trying to get rid of existing stock.
