Why do people use the rear brake?

I just watched about 8 of those Police training videos. Those guys accelerate hard, the brake hard while making a hard turn. Either a right hand ,or a left hand. They're doing circles , figure 8's, and U-turns. And they only use their rear brake.The rear brake provides alot of control and stability in certain conditions. When the new guys use the front brakes mostly from habit, they hit the ground and spend alot of time picking a 750 pound motorcycles. I'm pretty sure using the front brake on a smaller, lighter bike would have the same results. So as far as why anyone would use a rear brake?, there are times when it's the best choice.
 
You have to make a judgment call on the surface conditions at the time you're needing to brake. Wet roads, parking lots or roads where oily surfaces can't be avoided.... Go easy on the front brake and rely more on the rear. Panic breaking on a good surface... Straighten the bike up and use progressive pressure on the front brake, in concert with the rear. The harder you push that tire into the pavement, the better It will bite, but you can't "slam" it. The guys who use the rear brake 100% of the time have probably slammed the front brake and laid it down, and then swore it off altogether, or somebody has told them if they use it, they'll lay it down.
