I would say 10% is very low. For M1 it's 10.1% and for M1 EP it should be even less (8 - 9%). I would still go with a synthetic 5W-30 instead of a 10W-30. See these PQIA results for NOACK of various synthetic oils:

That is precisely why I always hammer on about error measurements here. I try to give labs and the like the benefit of the doubt, but I have difficulty accepting concentrations to four significant figures, and clearly here, we're seeing error bars exceeding the magnitude of the measurement in the first place. It's the same when we talk about fuel economy. Our pumps up here measure to the nearest millilitre. As if....

Again, don't fall into the fallacy of comparing NOACK values for different cold-start viscosities or judging the base-oil quality using NOACK for different cold-start viscosities. If the cold-start viscosities are the same, you can use NOACK to judge the base-oil quality. Comparing 5W-30 and 10W-30 NOACKs do no good. See the following figures. Even with Group II, you can have a very low NOACK if you have a high cold-start viscosity:

We use NOACK here to judge the base-oil quality for similar cold-start viscosities. Other than that, the only advantage of lower NOACK is less oil consumption through evaporation. If you aren't having much evaporative oil consumption, less NOACK won't really help you much.

It's needless to say but if you are living in the Northeast, running 10W-30 in the winter is not good for your engine.
