What's up with this solar install?

A couple of weeks ago a solar company I've never seen around here did an install a block away from us. When they were done this is what's on the side of the house. I can see dozens of solar installs around our development while walking the dogs and there's nothing else like this. Almost looks like 2 systems? I didn't count but there might be 20 panels on the roof. Owner is a single woman in her 70s, a salt of the earth favorite aunt person . I fear she was sold a whole lot stuff she didn't need. There are panels on the other side of the garage facing northwest.

Looks like they also drew the short straw and live somewhere where the utility requires a whole separate meter for selling back to the grid

We have solar and generator, and I actually paid a bunch extra to move my meter to the back of the garage where its all hidden. I don't want anyone to be able to go up and mess with it
 
is that a potted plant under a trash bag?
No it's some kind of mesh bag to keep insects off the plant. See them around.

Not sure anyone drew a short straw living here. If a separate meter is required so what, do they charge for it?
 
Just a nice enclosure over that wall of spiders and snakes would be an improvement. They didn't make something ugly, they made something ugly for the world to see and well photograph.
Might need a variance due to house next door (set back requirements) and certainly HOA approval. Some landscaping and plantings come to mind. Im surprised it's allowed, Our HOAs would never allow surface conduit.
