LL01 is an outdated spec.

There is NO SUCH THING as licensing fee.
So please can you explain further what you thought?
 
For API there might not be. I'd expect a hefty fee for a builder spec approval(especially engine oils demanding stand and field tests) for every product under a specific trade name.
 
They realized that BMW's drivers are reluctant to use their turn signals. This bothered them so much they dropped the LL-01 certification. . . All jokes aside, I guess they were number crunching and didn't want to do the business side regarding oil certifications.
