Also wet the ground where and before you pour. This helps prevent the concrete from getting moisture pulled out from a dry ground or base. We always wetted the conctrete the first day the sealed the next with two coats of concrete sealer.

The correct answer is depends on mix used and additives in it. Your dad advice was likely sound with junky mix.
