Viscosity Testing in NC

I recently had my oil changed (to Havoline 10w30 per advice from this site) and the owner said that he had to have his bulk oil drums labeled correctly. He said that the NC Dept of Agriculture came in from time to time and drew samples from each bulk drum and tested them for viscosity. Sounds great to me, but is this something that is trustworthy and reliable? Just found it curious.
 
Yes, the state of NC is one of the only states that actually has a test program to verify consumers are getting the oil they think they are getting. There have been a few cases in the past where bad oil has been removed from store shevles and sale as a result.
