I think he meant a budget. Allowance is something we got for doing chores as a kid. No such thing as a "allowance" for a grown adult.

Anyone going to Starbucks and getting something sweet, so 50% of Americans? Insane amounts of sugar in those concotions.
Starbucks is realistically an milkshake/dessert shop that also sells coffee.

Hard for me to see. At least where I live, Starbucks is not all that popular. I will occasionally treat myself to an espresso or coffee with zero sweetener. Also never noticed anyone else getting a sweetened drink. Must depend on the geographic location.
30+ years ago when I was in college, I had a group of Muslim friends from different middle Eastern countries. One, from Saudi Arabia, described how they didn't lock up the shopping malls there at night, or pull down those overhead roll-up gates you see in U.S. malls. Stealing just wasn't a problem because punishment was so severe.
Not much reason to steal?
In Japan, it’s the wife that handles all of the finances. The husband is expected to hand over his whole paycheck to his wife and she will give him the spending money. So yes, husbands do get an allowance from their wives.

Both men and women split the bill for dates, and if you insist of paying it makes the woman feel like you are forcing a relationship on her.
To be fair both the husbands and wives get allowance but obviously you know the "it is for the family" or "it is for the kids" excuses. Life is never fair. I was told by some Japanese men, jokingly, that they are on a limited allowance to prevent cheating possibilities.
"Why do you need so much money, you got commute pass paid by the employers and you are packing lunches from home!"
Syrup, whip cream, milk, chocolate drizzle, probably 200 calories each, and then 10 calories for each espresso shot.
Japan is quite a different world. Been there 3 times. The fact leaving (or trying to) tips at a restaurant would be offensive says a lot. But, in general I thought of them as honest considerable 'children' who were nuked twice and then were given 'an offer they couldn't refuse'.
Considerable or considerate?
I would take honest and considerate vs the alternative any day.
As for an offer they couldn't refuse, well, it seems to me they got a pretty good deal for their bad behavior and reformed themselves as well as anyone could hope for.
When I was green bean, I left a tip in China. The wait staff found me on the street and returned the tip. I pleaded for them to keep it but they didn't.
Riding in a Japanese taxi kind of spoils the experience anywhere else.

If you go to trial in Japan the jurors and judges pretty much assume the police wouldn't have arrested you if you weren't guilty.
