The Department of Motor Vehicles (may have a different name like RMV, depending on the state) in the USA sells any information they have collected about a person to other agencies and to corporate interests (for example insurance companies, banks etc). In essence it means the DMV sells all the info they have, including social security numbers. We have pretty much zero personal data protection here.

Easy enough to do. Just "forget" to fix the loop detector/sensor (which tells the signal controller there's a vehicle waiting) for several weeks after it "breaks".

This is the same effect as you get when someone doesn't pull up far enough to trip the sensor.
