You don't even need a title for an " antique" over 35 y/o. what's the issue?
Is that VIN appearing anywhere else on a national database? Was it a recorded OE issued VIN?
Was there a stolen 'vette and was this guy under surveillance?
And do we want Staties tied up and spending their time with such nonsense?
And who is the idiot who passed a law that you have to crush a confiscated vehicle?
At least auction it and add the $$ to the coffers ... dumb idiots

A District Court Order is necessary for destruction. Law enforcement can seize for 72 hours. After which; a Court Order is necessary for further investigation or destruction. I was a VIN inspector in a past life.
