My intial thought was actually Honeywell (they have plants in Mexico).
I believe that Donaldson does too. I can't find it listed on their site as specifically being manufacturing.
The ELF7345 Donaldson Endurance filter is made in Mexico
..but the SYNTEQ version of the chevy filter is made in the USA ..the standard version in Mexico
Very confusing and hard to find a method to the madness.
