Nothing I have seen that is quantifiable to discern quality wise between the two. Only difference that when it comes to the premium lines, the Vietnam filters may use a different base gasket material than the Chinese made ones.
I think the only true leg up the Vietnam filters may have is they are being made on newer tooling.

Saturday, I bought a dozen Made in Vietnam Carquest Premium filters for Hondas at AAP. They also had some Made in China. The only obvious difference is the Made in Vietnam uses a silicone base gasket while the Made in China uses nitrile. The font on their date code stamps are different, too.
I keep in my stock 3 types of filters but they are malaysia and Vietnam. These two look like they are made the same but I can't say about the Chinese ones
