Yep, a loan, not a bailout, and how do you know it is "needed"? The government will get it's money back in these cases.

Over 75 companies have applied to get a part of this fund. This is also why Nissan can get a piece of the action, it's not a measure to preserve the domestic auto industry, it's a measure to ease the burden on manufacturer's caused by the government's accelerated fuel economy requirements.

See above. It's not a bailout, it part of a pre-approved fund to ease the burden on OEMs. A burden created by the government with pointless CAFE standards.
