Hello while working on a research into off Spec oils I came across a posting in these forums from 2013 on off Spec oils in Chicago. I would like to let you all know that there is action that can be taken if you come across bad oil, in Illinois atleast, that can be taken should you come across off Spec oil. If you find off Spec oil, in Illinois, you can lodge a complaint with The Department of Agriculture bureau of Weights and Measures at 1-800-852-0468. If you do register a complaint they need the name and the address of the business.

If they are not claiming the oil to meet something it does not meet then how is it really off spec?
In Illinois it is a labeling violation selling a product that is labelled in a misleading manner such as labeling the oil 10-30 and leaving out the SAE and the W.
In Calif all oils for over the road use must be current API spec to be sold. I buy motorcycle oils that have no API spec, but that are sold for dirt bikes and considered "off spec" by some. But I know these products and never worry one bit
