That is exactly what I do. Stuff the envelope, with as much junk mail from the trash can next to my desk. I stuff the envelopes so full I have to tape them shut.
I figure I'm doing the postal workers a favor, more mail keeps them working. I'm fighting junk mail, and I'm recycling in a way.
I talked with a USPS guy, he said the prepaid envelopes are probably good for up to 50 pounds. I have considered sending them a box of rocks.
It's a nice thought, but not really environmentally friendly. If you're going to go to that much trouble, just send them a note asking to be removed otherwise you'll send a box of rocks the next time you get one.
