You don't need the V-rating for winter tires. Many places are willing to install lower speed ratings for winter tires. (The WRG and Entyre are still technically considered "winter tires" because of the severe snow symbol)
However, neither will be as good in snow as the Hakka
The WRG2 has been replaced with the WRG3. They, as well as the Entyre, would be fine for downstate but not upstate NY.
A cheaper alternative to the WRG2/3 is the Vredestein Quatrac 3, made in Holland. Kumho also sells the Solus Vier in Canada, and I have heard of people near the border being able to get them.
The Michelin Primacy MXV4 and MXM4 are being replaced with the Premier A/S sometime this month.
If you can afford to, get the Hakka for winter, and the Michelin Premier for the other 3 seasons.
