The glue maybe just a infrequent manufacturing issue that (may) have been corrected.
you never know if you got one of these filters.. and some guys have cut them open after use and think they are good to go.. who knows what it looked like before use, but they are on this forum and YouTube saying something like .. "looks great"

Bought a Purolator LX7317 at Walmart. I think I’ll continue to pass on Purolator.
Lots of loose glue. I can’t guarantee that that I didn’t knock anything loose cutting the filter element, but I found 3 large pieces of loose adhesive inside the pleats. Lots of loose glue outside the element. Half of the top metal plate didn’t adhere, but I doubt that matters under pressure.
