2017 Pacifica and just had all new pads and rotors installed on all 4 wheels. What im now hearing when I go over rough road is a knocking sound.. But if I'm applying the brake it doesn't do it. Is this indicative of a lose caliper? I'm going to get it back to my mechanic but I'm worried they will grenade on me if something completely fails. Or am I ok?

Take it to your mechanic. He can take it apart and do an inspection.
I agree with the posts above. It’s your pads rattling/knocking around. When you apply the brakes, that holds them in place, eliminating the rattle/knocking sound.
I used aftermarket parts on the 2015 Chrysler 200 in my signature and had the same thing. I cleaned the original hardware and reassembled it and the rattle/knocking over bumps went away. The aftermarket pads and rotors were fine, but the hardware was garbage and allowed too much movement with the pads.
I knew better but tried the aftermarket hardware anyway. Disassembling them to put the cleaned up, original hardware back on was my punishment.

100% agree with the above assessments. The fronts use abutment clips (into which the brake pads' "ears" slide) and the rears use an anti-rattle spring clip. A few possibilities are 1) the hardware that came with the new pads was ill-fitting junk; or 2) the mechanic lost, mangled, or failed to properly install the hardware. Easy fix.

You might be getting a mild bind when turning, which will prevent the rattle. This is something you want to address sooner rather than later. If the pads aren't happy and the caliper isn't sliding effectively you could get some uneven pad wear.
“American” cars are now using Asian(Advics/Akebono/Mando) brakes - and if my experience with some aftermarket pads is right, the tolerances of the backing plate aren’t close to OE spec. I’d had Wagner and Raybestos pads clunk in Toyota calipers. OE or Akebono doesn’t have the same clunk. Take it to the mechanic, asap. It may not be the clips or loose pads, which are not a safety concern. But it could also be a loose caliper bracket or the caliper itself, which would definitely be a safety concern.
We simply cannot tell from your description alone. Even if you posted a video of the noise, it’s impossible to know for sure.
