New oil filter...pre-oiled?

I purchased this Toyota filter from a dealership about 2 months ago and had it sitting bottom down on a garage shelf. It's still plastic-shrinked sealed. I saw this oil today. I called and they said the oil on the inside of the plastic likely came from the pre-oiled rubber gasket. Does that sound correct? Just want to make sure. Thanks.

Yes. They are heavily pre-lubed.
That looks normal to me from all the Toyota OEMs I've bought.

Thanks. I purchased some before but never noticed this. So wasn't sure if they lubed the gasket. (The install.pro. said to oil the gasket, though that's a given.)

This is a normal condition for OEM Toyota filters.
