Reason is that it's not simple to produce small, common rail turbo diesel engine, and American companies have zero experience with them. GM of Europe was never really able to produce good diesel engine. They had ( and still do) 1.7 litre engine that was of Isuzu origin, and 1.9 that is completely FIAT design.
Ford was even worse. Their diesels were truly awful. I have to say I'm not sure how good are new Ford diesels, time will tell.
Up until 2006-2007 Japanese diesels were slow, agricultural, and not that good to be honest. They did catch up around 06, and now they are superb.
Companies that historically made good diesels are MB, VW, BMW, PSA, FIAT. They've been doing it for the last 40 or more years.
