AB might mean Albion, IL
3 might mean third shift, especially since 00:33 likely means about a half hour past midnight.
Looks like a Champ design, Champ base plate and slotted center tube, made in Albion, IL

Correct ... except the 1 is not part of the date code. Fram just uses "6" for 2016 in this case.

I see HP17 does not have the screen over bypass.
